Mexico Pet Travel Requirements

Traveling with a pet to Mexico is generally straightforward, but it still requires preparation and awareness of current inspection rules. While Mexico no longer requires a health certificate for dogs and cats entering from the United States, all pets are inspected upon arrival by SENASICA officials. Airlines, border authorities, and re-entry requirements for the U.S. can also affect your travel plans. Pets in Transit helps you navigate these details, ensuring your pet’s journey to Mexico is smooth, compliant, and stress-free. Here is an overview of what to expect when preparing your pet for travel to Mexico.

Health Certificate Requirements

As of December 16, 2019, Mexico no longer requires a health certificate for dogs and cats entering from the United States. Pets may cross the border without veterinary documentation and will instead be inspected by SENASICA officials upon arrival.

However, some airlines, shipping companies, or transit countries may still require a health certificate. When needed, USDA-accredited veterinarians can issue certificates electronically using VEHCS, and USDA APHIS may provide digital or ink endorsements depending on the situation.

SENASICA Inspection Upon Arrival

All dogs and cats must be presented at the Mexican Animal and Plant Health Inspection Office (OISA) upon arrival. SENASICA officials will verify that:

  • Your pet shows no signs of infectious or contagious disease
  • Your pet is free of ectoparasites (such as ticks or fleas)
  • Your pet has no fresh wounds or healing injuries


If parasites are found, treatment may be required, and SENASICA may collect samples for laboratory testing. Your pet may remain at the inspection office until officials confirm the parasites are not exotic or part of an active animal health campaign in Mexico. 

Mexico requires that internal and external parasite treatments be given within 6 months of arrival in Mexico.

Pets With Skin Conditions or Ongoing Treatment

If your pet has visible skin conditions such as lesions, infections, mites, or hair loss, you must present a veterinarian’s letter explaining the diagnosis and treatment. The letter must be on official letterhead and include the veterinarian’s professional registration number (or equivalent). This documentation helps SENASICA determine whether the pet can safely enter Mexico.

Carrier & Cleanliness Requirements

Pet carriers must be clean and free of bedding, newspapers, toys, or food products. If the carrier is dirty or contains prohibited materials, SENASICA will disinfect it and remove the contents for proper disposal.

Only the food needed for your pet on the day of arrival is allowed to enter Mexico.

Screwworm Certification Alert

As of November 22, 2024, Mexico is considered affected with screwworm. All dogs—including U.S.-origin dogs returning to the United States after traveling to Mexico—must meet APHIS screwworm freedom certification requirements for re-entry to the U.S.

This is especially important for travelers planning a round trip. Pets in Transit helps ensure all required documentation is in place for both entry into Mexico and return to the United States.

Traveling With vs. Without a Health Certificate

Although Mexico does not require a health certificate for dogs and cats, some situations may still require one:

  • Airline policies may require health documentation
  • Transit through the European Union requires an EU transit health certificate
  • Returning to the U.S. with a dog requires compliance with CDC rules

Frequent U.S.–Mexico Travelers

If you regularly travel between the U.S. and Mexico with your dog, you may apply for Mexico’s “Pet Program – Frequent Traveler.” This program can streamline future crossings.

Returning to the United States
