Traveling with a pet to Hong Kong requires careful planning, precise documentation, and strict adherence to Hong Kong’s import regulations. Here is an overview of what to expect when preparing your pet for travel to Hong Kong.

Import Permit

An approved import permit is required before any dog or cat can enter Hong Kong. This permit is issued by Hong Kong authorities and outlines specific entry conditions that must be met prior to travel. Pet owners must review the permit carefully to ensure all requirements are satisfied before departure.

Health Certificates

All dogs and cats traveling from the United States to Hong Kong must have an official health certificate issued by a USDA-accredited veterinarian within 14 days of departure. Only one pet may be listed per health certificate.

For pets traveling from the continental U.S., digital signatures from the veterinarian and digital endorsement from USDA APHIS are accepted through the Veterinary Export Health Certificate System (VEHCS). The endorsed health certificate—either digitally or with an ink signature and embossed seal—must accompany the pet during travel.

Pets Originating from Hawaii

Special rules apply for pets that originate in Hawaii:

  • Pets relocated to the continental U.S. before export must use the continental U.S. health certificate
  • Pets transiting through the continental U.S. without leaving the aircraft may use Hawaii-specific requirements
  • Owners or agents must contact Hong Kong’s AFCD for additional guidance before making travel arrangements
