Japan Pet Transport Process

Step 1

Step 1: Review Paperwork

Once you approve your pet’s custom travel plan, we start by carefully reviewing your pet’s microchip information, vaccination history, and veterinary records to ensure they meet Japan’s import standards. If any updates, boosters, or additional treatments are needed, we guide you through each step with clarity and care.

Step 2

Step 2: Prepare Travel Documents

Japan has strict entry requirements and precise timelines. We work directly with your veterinarian to prepare accurate health certificates, confirm vaccination windows, and complete all export and import paperwork—so everything aligns perfectly with Japanese customs and regulations.

Step 3

Step 3: Book Flights

With paperwork finalized, we secure the safest, most efficient flight options to Japan. We choose airlines with excellent pet care protocols, minimize layovers, and prioritize climate-controlled cabins or cargo spaces to ensure your pet travels comfortably from start to finish.

Step 4

Step 4: Receive Travel Itinerary

You’ll receive a detailed, easy-to-follow itinerary that maps every part of your pet’s journey—check-in times, handling procedures, and arrival steps in Japan. This gives you confidence and peace of mind knowing exactly what to expect.

Japan Pet Transport & Travel Requirements

Moving your pet to Japan requires careful preparation, strict documentation, and full compliance with Japanese import rules. While pets who meet every requirement typically avoid quarantine, even small errors can result in delays, temporary confinement, or complete denial of entry. At Pets in Transit, we guide you through every step—from microchipping and vaccinations to health certificates, rabies titer tests, customs procedures, and post-arrival compliance. Here’s what you need to know before your pet travels:

Microchip & Identification

All dogs and cats must have an ISO 11784/11785-compliant microchip before traveling.

  • If your pet does not have an ISO-compliant microchip, you must bring a compatible reader.
  • Microchipping should be completed on or before the first rabies vaccination, with exceptions allowed under specific titer test conditions.
  • The microchip number must appear on all official documents.

Advance Notification

Japan’s Animal Quarantine Service (AQS) requires advance notice of your pet’s arrival at least 40 days prior to entry. Notification must be submitted by fax or mail to the AQS office overseeing the port or airport of arrival. Separate forms are required for:

  • Dogs: Notification of Import Inspection of Dog
  • Cats: Notification of Import of Animals under the Rabies Prevention Law

Rabies Vaccinations

Japan requires that pets receive two rabies vaccinations after the microchip is implanted.

  • First vaccination: Pet must be at least 91 days old.
  • Second vaccination: Administered at least 30 days after the first and within its effective period.
  • Vaccinations must be current at the time of entry.

Rabies Antibody Titer Test

Pets must have a rabies antibody titer test from a Japan-approved laboratory with a result ≥ 0.5 IU/mL.

  • The serum sample may be collected on the day of or after the second vaccination.
  • Approved laboratories include Kansas State University Rabies Laboratory and DOD Veterinary Food Analysis and Diagnostic Laboratory.
  • The titer result is valid for two years from the sampling date.

180-Day Waiting Period

Japan’s Animal Quarantine Service (AQS) requires advance notice of your pet’s arrival at least 40 days prior to entry. Notification must be submitted by fax or mail to the AQS office overseeing the port or airport of arrival. Separate forms are required for:

  • Dogs: Notification of Import Inspection of Dog
  • Cats: Notification of Import of Animals under the Rabies Prevention Law

Health Certificates

Dogs and cats must have a USDA-accredited veterinarian inspection confirming they are free from clinical signs of infectious disease. Required documents include:

  • Export Health Certificate (Form AC): Combines owner declaration and health certificate; endorsed by APHIS-VS.
  • Other acceptable certificates: APHIS Form 7001 (with Exporter’s Declaration Form A) or Form C with Form A.
  • Certificates must accompany your pet during travel. Military personnel may have specific certificate options.

Recommended Vaccinations & Parasite Treatments

Japan recommends additional vaccines and treatments for pets over 91 days old, administered at least 30 days before travel:

  • Dogs: Distemper, contagious hepatitis, parvovirus, parainfluenza, leptospirosis, coronavirus.
  • Cats: Feline viral rhinotracheitis, calicivirus, panleukopenia.
  • Parasite treatment: External (mites, fleas) and internal (nematodes, tapeworms) within 4 days of departure, with a clinical inspection confirming your pet is free from parasites.

Airline & Crate Requirements

Pets must travel in IATA-compliant crates with proper ventilation and durability. Airlines may have additional breed or size restrictions. Pets in Transit ensures your crate meets both airline and Japanese entry standards.

Breed Restrictions

While Japan allows most dogs and cats to enter if all vaccination, microchip, and documentation requirements are met, certain breeds may face restrictions or additional scrutiny:

  • Some municipalities in Japan may impose limits on large or potentially aggressive dog breeds.
  • Specific breed restrictions are typically applied at the local level rather than nationally.
  • It’s important to check with your arrival city or port in Japan before traveling to ensure compliance.
  • Pets in Transit can help you verify any local restrictions and advise on any additional steps required for your breed.

Additional Considerations

  • Transiting through other countries may require separate transit health certificates.
  • Airline and cruise policies vary—confirm requirements with your travel provider.
  • Returning to the U.S. requires compliance with CDC regulations for dogs.
