Philippines Pet Quarantine, Shipping, & Travel Requirements

Moving your pet to the Philippines requires careful preparation, precise documentation, and full compliance with the country’s import regulations. Pets who meet every requirement can avoid quarantine, but even a small error in paperwork can delay entry or result in mandatory quarantine. At Pets in Transit, we guide you through every step—from import permits and vaccinations to health certificates, customs procedures, and safe delivery to your new home. Here’s what you need to know before your pet travels:

Microchip & Identification

All pets traveling to the Philippines must have a microchip that complies with ISO 11784/11785 standards. If your pet’s chip is not ISO-compatible, your pet must travel with a scanner that can read your pet’s microchip.

Import Permit

Before traveling, every dog or cat must have an import permit issued by the Philippine Bureau of Animal Industry (BAI), known as the SPSIC.

  • Personal pets: select “one-time importer” when applying online. Up to three pets can be listed on a single SPSIC.
  • Commercial pets: the registered Philippine importer applies for the SPSIC and provides it to the U.S. exporter.
  • The number of pets on the SPSIC must match those on the USDA-issued export health certificate.

Rabies Vaccination & Health Requirements

All pets must meet the health requirements specified in the SPSIC, including current rabies vaccination.

  • Health certificates must be issued by a USDA-accredited veterinarian.
  • Certificates can be submitted electronically for APHIS endorsement using VEHCS (Veterinary Export Health Certification System).
  • Digital endorsements and electronic veterinarian signatures are accepted, ensuring a faster, paperless process.

International Health Certificate

Each pet must have its own USDA-endorsed export health certificate.

  • Certificates must match the number of pets listed on the SPSIC.
  • Must include microchip number, age or birthdate, and vaccination records.

Quarantine Rules

Quarantine is required only if pets do not meet import requirements. Quarantine is typically conducted at a designated BAI facility where pets may undergo examinations or lab tests if any concerns arise. They are released after all health checks and requirements are completed.

Airline & Crate Requirements

Airlines traveling to the Philippines require IATA-compliant crates with proper ventilation, hardware, and size specifications. We help ensure your crate meets flight and destination standards.

Breed Restrictions & Travel Policies

The Philippines does not have national breed restrictions for pet import, but some airlines may limit or prohibit certain breeds—particularly brachycephalic (snub-nosed) dogs—due to health risks during air travel.
